1. PURPOSE
The purpose of this Procedure is to identify the components which form wear of a well written Terms of Reference (TOR) document, to be utilized in the procurement of services. As the TOR constitute the skillful basis for the solicitation and the evaluation of offers, a make believe and assign definition and description of the requirements is of utmost importance.
2.SCOPE
The TOR for services should accurately fasten the scope of work required and the responsibilities of the supplier and the End-User.
Adequate and clear TOR are a fundamental requirement for understanding the fitting as well as to minimize any danger of ambiguities during the preparation of suppliers proposals, negotiations and execution of services. 3.RESPONSIBILITIES
The Chief of the Procurement persona (C/PRO) is prudent for reviewing the TOR when approving the solicitation package for issuance.
